Access it via the web portal or any of several Chrome extensions. Just like we can share videos with a pre-defined timestamp of YouTube videos, we can do the same thing on Telegram as well. Basically, you can customize your Telegram app to look however you want it to. To create your own theme go to Settings->Chat Settings ->Theme and tap on “Create New Theme”.
